Federal Minister Mustafa Kamal said after 18th Constitutional Amendment, Pakistan no longer had four provinces, but had become four independent states. Pakistan cannot be run under the current system of government. Addressing a convention here on Sunday, Kamal said the 18th Constitutional Amendment transferred significant powers and resources to the provincial governments.
“The four provincial governments have deprived people of basic facilities,” Kamal said, alleging that citizens continue to face shortages in education, healthcare, employment, water, electricity and gas. Read More:MQM wants devolution of powers to grassroots level to solve public problems.
The federal minister said the establishment of new administrative units was no longer merely a political demand but had become a necessity for Pakistan. He argued that smaller administrative units would bring government closer to the people and improve the delivery of essential services.

Kamal further claimed that resources allocated through the National Finance Commission (NFC) Award would be more effectively utilised within smaller administrative units. He also said the creation of additional units could help curb the use of fake domiciles and address concerns surrounding merit and employment opportunities.
The federal minister called on young people to support the formation of new administrative units, saying that such a restructuring could help improve governance and ensure greater access to public resources and services.
