    Provincial Minister Mujtaba Shuja-ur-Rehman announced the suspension during the Punjab Assembly session, saying issues had emerged in the Green Certificate system. Opposition leader Rana Aftab Ahmed alleged that corruption was most prevalent in the Land Department, particularly in obtaining land ownership records.

    He argued that the traditional patwari system was better than the Green Certificate for land transactions. He also said land sale and purchase records were not being handled through a proper one-window system. Raja Shaukat Bhatti highlighted the extent of problems in land transactions, saying multiple individuals were sometimes listed as owners of the same two-acre property.

    Amjad Ali Javed said he had already warned the Senior Member Board of Revenue (SMBR) during a meeting that the Green Certificate could create problems. Punjab Assembly Speaker questioned the legal basis for suspending a system approved by the assembly.
