Google establishes first Pakistan office to bolster local tech ecosystem and talent pipeline

The minister noted that this move is expected to act as a catalyst, encouraging other major multinational technology firms to consider establishing operations within the country, thereby integrating Pakistan more deeply into the global digital economy.

This strategic expansion is the culmination of a collaborative effort involving the Ministry of IT and Telecommunication, various government departments, and the Special Investment Facilitation Council, all working under the digital transformation agenda championed by Prime Minister Shehbaz Sharif.

Over the past two years, the government has prioritized a comprehensive digital roadmap, which includes the digitization of federal government functions, the modernization of the Federal Board of Revenue, and the promotion of cashless payment systems and digital governance. These systemic reforms have been instrumental in creating an environment conducive to international investment.

The economic impact of these initiatives is already visible, with Pakistan’s IT exports demonstrating consistent growth, recording an 18 percent year-on-year increase in July alone, with exports reaching $417 million.

Minister Khawaja highlighted that the IT sector is particularly vital for the national economy due to its high trade surplus, which stands at approximately 85 to 86 percent, as the industry does not rely on significant machinery imports. Furthermore, the country’s freelancing economy has reached a major milestone, exceeding $1 billion in earnings this year.

The government has supported this momentum through targeted fiscal policies, including the placement of the IT industry within the final tax regime for exports and a reduced 0.25 percent tax rate on export earnings. Beyond infrastructure and policy, the partnership between the government and Google has focused heavily on human capital development.

To date, approximately 350,000 Google certifications have been completed by Pakistani professionals. Current collaborative efforts include specialized certification programs for 3,000 public service officers to enhance digital governance. The government has also seen success with the AI Seekho program, which engaged over 17,000 teams with a notable 25 percent female participation rate.

Additional training initiatives have reached 50,000 developers in the fields of gaming and animation, while 120 companies have participated in masterclasses for app design and development. The partnership also extends to hardware, following the inauguration of a local Chromebook assembly line last year, with the government now exploring potential export opportunities for these locally assembled devices.

By fostering these diverse initiatives—ranging from journalism training and online safety to advanced technical skill-building—the government aims to ensure that the partnership with Google provides comprehensive support to the entire tech ecosystem. Minister Khawaja expressed optimism that these developments will continue to yield positive results, reinforcing Pakistan's position as an emerging hub for technology and digital innovation in the region.
