    The circular was issued under the signatures of Additional Inspector General of Police (Operations) Sindh Bashir Ahmed Brohi. The directive clearly stated that no constable shall be appointed or posted as SHO of any police station in the future.

    It recalled that clear instructions on the subject were earlier issued on May 7, 2026. However, despite those orders, officers not authorised for the post continue to be appointed as SHOs at various police stations.

    The circular expressed serious concern over the practice of appointing police constables, head constables, assistant sub-inspectors (ASIs) and traffic constables as station house officers. Such appointments, it said, not only violate relevant police laws, rules, regulations and departmental procedures but also undermined the command structure, departmental discipline, accountability and effective administrative control.
