LHC summons Punjab IGP in two contempt cases over police non-compliance

LHC Chief Justice Aalia Neelum passed the orders while hearing separate petitions concerning the alleged illegal registration of a criminal case and harassment of citizens by police. The court expressed strong displeasure over the police’s handling of both matters.
In a contempt petition filed by citizen Mian Muhammad Jameel against Chuhang police officials and others, the court summoned the Punjab IGP after Superintendent of Police (SP) Abdullah, who appeared on behalf of the police, failed to read out the FIR when directed to do so by the chief justice.
“It’s not possible to read the FIR; it is not clear what has been written. SP sir, please read the FIR,” the chief justice remarked. Despite the court’s direction, the police officer was unable to read the FIR, prompting the court to express strong displeasure over the manner in which police records had been prepared.

He challenged the decision before the LHC, where a single bench subsequently suspended the order for registration of the case. The petitioner contended that despite the High Court’s order, the police proceeded to register a case against him illegally, prompting him to file the contempt petition.
In a separate contempt petition filed by citizen Momin Khan against Lahore Capital City Police Officer (CCPO) Bilal Siddique Kamyana, the court rejected an inquiry report submitted by the police and summoned the Punjab IGP along with the relevant record. The petitioner alleged that the court had earlier forwarded his application to the Lahore CCPO for redressal against alleged illegal harassment and intimidation by police officials. He contended that despite the court’s directions, Ichhra police continued to harass and intimidate him and conducted illegal raids at his residence.
The petitioner further alleged that the court’s order had not been complied with and requested the LHC to initiate contempt proceedings against the Lahore CCPO for alleged non-compliance with its directions. The court rejected the police inquiry report and directed the Punjab IG to appear in person with the relevant record at the next hearing.
